Where to find it
Not a fixed location. Most artifacts, this one included, are one of the possible results of opening a sufficiently high-level chest or defeating a sufficiently tough monster ANYWHERE in the game — capped at roughly thirteen unique pulls in one playthrough before the pool stops offering new ones, rather than tied to a specific place or quest.
